In-Home Supportive Services, also known as IHSS, can help pay for services if you’re a low-income elderly, blind or disabled individual, including children, so that you can remain safely in your own home.
You must live at home or a dwelling of your own choosing (acute care hospital, long-term care facilities, and licensed community care facilities are not considered "own home"). IHSS providers can be paid to accompany their recipients to receive their COVID-19 vaccination and booster shot. Who is eligible to be an IHSS care provider?
Advertise that you are seeking a qualified care provider by placing advertisements in newspapers, at local colleges, on-line, or at the Multi-Purpose Senior Services Center. If your county has contracted IHSS providers, you may choose to have services provided by the contractor. If approved, you will be notified of the services and the number of hours per month which have been authorized for you. A completed Health Care Certification must be received by the county prior to authorization of services. You must meet the IHSS Program's monthly income limits and asset limits on the amount of resources you own to receive IHSS benefits.
COVID-19-related supplemental paid sick leave for IHSS and WPCS providers has been reinstated. The COVID-19-related supplemental paid sick leave is available for IHSS and WPCS providers who meet the qualifying conditions to be eligible for this paid sick leave. The IHSS Share-of-Cost program allows a person with higher income to receive IHSS if he/she pays part of the cost. A share-of-cost is the amount of money that an IHSS recipient must pay to his/her IHSS provider every month to "share-the-cost" of the recipient's IHSS. The State of California pays the rest each month to the IHSS provider.

The actual provider payments are then issued by the State of California directly to the care providers. In-Home Supportive Services providers and recipients must either enroll in the Electronic Timesheet System or the Telephonic Timesheet System to complete, submit, and manage their IHSS timesheet and payment accounts. These secured systems allow IHSS providers to submit their IHSS timesheets and the IHSS recipients to review, reject, or approve timesheets using a computer, laptop, tablet, smartphone and/or by phone.
IHSS provides assistance with domestic, personal care, and other services to adults who are low-income, disabled, and/or blind. IHSS care providers who are 16-to-18-years old must obtain school work permits.
The federal government has launched a new initiative to expand the availability of COVID-19 testing options that are more accessible for people who are blind or have low vision. Please review the Provider Notice and Request Form below for additional information. Applicants must meet the program's eligibility requirements to qualify for IHSS.
Since the inception of the Community First Choice Option in 2011 , the IPO recipients make up a little over 2.5% of the overall IHSS population. The original IHSS program, now named IHSS-Residual (IHSS-R), began in 1974 and is a state-and-county funded program with 65% State and 35% county dollars of the non-federal share. IHSS-R recipients make up less than 1.5% of the overall IHSS population.
You may be eligible if you are 65 years of age, disabled, or blind. You must have a physician or other licensed health care professional fill out a Health Care Certification form and you must return it to the county before care services can be authorized.
